What causes my electric water heater to run constantly?

My water heater is about 30 year-old and recently it has been making noise non-stop. It is the same noise that you hear when it is working normally but it is louder. The outside water meter is also found to be running without obvious water uses. There is no obvious water leakage outside the tank, on the floor or outside the yard. Please help.
