Is this test for C14 in ivory a sufficient deterrant to poachers?

what most people don't know is the government's of africa kill elephants all the time. they call it thinning the herd. they kill them only because they eat crops, you don't see africans killing lions because they eat some people. in other words shooting them from a plane and giving the meat eating animals thanksgiving every month. the usa has something to say about killing wolves from a plane in alaska, but letting africa kill elephants from a plane is ok.
