Need to find a site under goldshieldstation to determine if the state will purchase my vehicle;poor emmissions

I was told by the smog check station attendant that the State will purchase my automobile from me because of it's age and that it failed to p the test. He informed me that I could go online and use the goldshieldstation website to see if I qualify. I cannot find the right subheading. Can you help?
