HELP! My RuneScape account is missing!!!?

Hello, i get on my RS account occasinaly because i have been rather busy. I logged on a month or so ago and it was all fine and dandy. then i went to log on and to the halloween quest, i logged on w/ the same acct and pswd as i've been using since 2005, it then prompted me to make a character, at the time i thought there was just some new up date of RS so i did, but then it had me do a new character quest to learn basic skills, i check my bank, empty, it doesn't account for my membership, or anything! what should i do? I cant find a contact to jagex to help me! i need game istance!!!
